Special Education
State and federal laws require that all school districts provide special education programs and services to resident school-age children with disabilities. Burnsville-Eagan-Savage Independent School District provides a full continuum of special education services to students with disabilities. To access these services the following process is used:
- A referral is made by teacher or parent.
- Pre-referral intervention strategies are designed and conducted.
- An evaluation is conducted to determine eligibility and educational need.
- An Individual Educational Plan (IEP), Individual Interagency Intervention Plan (IIIP), or Individual Family Service Plan (IFSP) is developed.
- Services to meet a student's special education needs are delivered.
- Plan goal progress is monitored and reported.
The Burnsville-Eagan-Savage School District is a member of Intermediate School District 917. Services for students, including those who are visually impaired and deaf/hard of hearing, may receive these services at a District 191 school or at a focus program.
A Special Education Supervisor will contact District 917 to request their services.
Notice of Potential Student Records Disclosure
In accordance with a court order, MDE must disclose certain information about some former students in Minnesota whose birthdates are between July 1, 1998, through June 30, 2001, and who received special education services between July 1, 2019, and July 1, 2022. Requests from students and families to not share their information must be emailed to kosettlement.MDE@state.mn.us before Monday, July 15, 2024.
Special Education Services
Section 504
In compliance with its obligations under both Section 504 of the Rehabilitation Act of 1973 and Title II of the Americans with Disabilities Act, Burnsville-Eagan-Savage School Independent District 191 does not discriminate against otherwise qualified students with disabilities in the provision of educational programs and activities.
It is the intent of the Burnsville-Eagan-Savage Independent School District 191 (ISD 191) to provide a free and appropriate public education to each Section 504 qualified and eligible student with a disability within its jurisdiction. Students, who because of a disability, need or are believed to need reasonable accommodations, services, and/or programs are addressed under this policy. A qualified student has (1) a physical or mental impairment (2) that substantially limits (3) a major life activity.
Students who are identified as individuals requiring special education under the Individuals with Disabilities Education Improvement Act (IDEIA) criteria are not addressed under this policy, as the needs of such students are provided for under state and federal law, and ISD 191 special education procedures.
